Appropriates unspecified amount from general fund in fiscal year 2024 to the commissioner of health to prepare a statewide drinking water safety action plan, in consultation with the University of Minnesota Board of Regents and commissioners of agriculture, natural resources, and the Pollution Control Agency.

Plan must include recommendations for protecting and improving the state's drinking water through research, implementation, and outreach efforts.

Plan must include recommendations for establishing or expanding a multiagency sentinel well network to detect water quality changes in vulnerable shallow aquifers serving private wells.

Plan must include recommendations for providing resources to well owners to identify hazards associated with aquifers and wells of particular designs and ages.

Plan must be submitted to chairs and ranking minority members of house and senate committees with jurisdiction over agriculture, environment, and natural resources policy by January 15, 2024.
