Authorizes the city of Woodbury to use Tax Increment Financing District No. 13 revenues for maintenance and facility and infrastructure upgrades to Central Park, with such expenditures deemed to occur within the district.

Permits the city of Woodbury to extend the duration of Tax Increment Financing District No. 13 by five years, notwithstanding existing statutory duration limits.

Paragraph (a) becomes effective the day after the city of Woodbury's governing body and chief clerical officer comply with Minnesota Statutes section 645.021, subdivisions 2 and 3.

Paragraph (b) becomes effective upon compliance by the city of Woodbury, Washington County, and Independent School District No. 833 with Minnesota Statutes section 469.1782, subdivision 2.
