Modifies early learning scholarship eligibility to require families have income at or below 185 percent of federal poverty level or document participation in specific federal assistance programs including free/reduced-price lunch, Head Start, and child care assistance programs.

Defines eligible children as those ages 3-5 not yet enrolled in kindergarten, including siblings of scholarship recipients, children of parents under 21 pursuing high school degrees, and children experiencing homelessness or in foster care.

Extends child care stabilization base grants through June 30, 2023, with amounts reduced to no more than 50 percent by March 31, 2023, then increased back to at least September 2021 levels for April through June 2023.

Appropriates $12,250,000 from the general fund in fiscal year 2023 to the Department of Human Services to increase child care stabilization base grant amounts for April through June 2023.

Appropriates $40,000,000 from the general fund in fiscal year 2023 to the Department of Education for early learning scholarships, not to be added to the fiscal year 2024 base.
