• Prohibits social media platforms with more than 1,000,000 global account holders from using algorithms to target user-generated content to Minnesota users under age 18, effective January 1, 2024.

• Requires verifiable parental consent for Minnesota residents under 18 to open new accounts on affected platforms.

• Allows chronological feeds, user-selected content displayed chronologically, and search results in response to direct user queries without algorithmic targeting.

• Establishes liability for platforms that knowingly or reasonably should know a user is under 18 and located in Minnesota, including general damages, statutory penalties of $1,000 per violation (capped at $100,000 per user annually), and other available penalties.

• Exempts parental control systems, age-appropriate content filters, and educational content from government agencies and schools used for educational purposes.
