Prohibits homeowner's liability insurers from refusing to issue or renew policies, canceling policies, or charging increased premiums based solely on the dog breed owned by the homeowner.

Allows insurers to refuse coverage, cancel policies, or impose increased premiums if the dog is designated as dangerous or potentially dangerous under Minnesota Statutes section 347.50.

Permits insurers to impose rate increases based on sound underwriting and actuarial principles reasonably related to actual or anticipated loss experience.

Effective August 1, 2023, and applies to insurance policies and contracts offered, issued, or sold on or after that date.
