Establishes the Mental Health Parity and Substance Abuse Accountability Office within the Department of Commerce to implement mental health and substance abuse parity requirements under state and federal law.

Office responsibilities include conducting compliance reviews, engaging stakeholders, reviewing consumer and provider complaints, and ensuring health plan compliance with mental health and substance abuse requirements.

Office must implement requirements under Minnesota Statutes section 62Q.47, the federal Mental Health Parity Act of 1996, the Paul Wellstone and Pete Domenici Mental Health Parity and Addiction Equity Act of 2008, the Affordable Care Act, and related federal guidance.

Appropriates $500,000 from the general fund in fiscal year 2024 to the Department of Commerce commissioner to create and operate the office.
