Requires the commissioner to rebase dental payment rates for Medical Assistance and MinnesotaCare beginning January 1, 2024, and every three years thereafter.

Initial rebasing (2024) aggregate expenditures capped at total amount spent using current payment methods, adjusted by Medical Economic Index (MEI) change between midyear 2022 and midyear 2024.

Subsequent rebasing cycles use MEI adjustment between the midpoint of the base year (two years prior to rebasing effective date) and the midpoint of the rebasing effective year.

Exempts federally qualified health centers, rural health centers, state-operated dental clinics, and Indian health centers from rebasing requirements.
