Commissioner of Health must designate and oversee lifeline center(s) to answer 988 contacts statewide 24/7, with centers required to meet operational standards, provide data reporting, coordinate with crisis response services, and serve high-risk and diverse populations.

A 988 telecommunications fee is imposed on wireline, wireless, and IP-enabled voice service subscribers at 12-25 cents per month (effective January 1, 2024) to fund the system, with the commissioner recommending adjustments annually to the Public Utilities Commission.

A prepaid wireless 988 fee is imposed on prepaid wireless service transactions, collected by sellers alongside existing E911 and access fees, with three percent retention allowed and fees deposited to a dedicated 988 special revenue account.

A 988 special revenue account is established to fund implementation, maintenance, and improvement of lifeline centers and the 988 hotline, with money not subject to transfer and used only for specified suicide prevention purposes.

$8,000,000 is appropriated for fiscal year 2024 and $4,000,000 for fiscal year 2025 from the general fund to the commissioner of health for 988 lifeline grants, with no general fund base after fiscal year 2025.
