Adds quitline services to the list of items the commissioner may use volume purchasing for under competitive bidding, allowing telephone-based cessation counseling through audio-only communications.

Creates comprehensive medical assistance coverage for tobacco and nicotine cessation services and drugs, including in-person counseling by qualified health practitioners, telephone quitline services, and all FDA-approved pharmacotherapy drugs without dosage, frequency, or duration limits.

Prohibits the commissioner from restricting cessation services, requiring prior authorization or step therapy, imposing co-payments or deductibles, requiring counseling before drug receipt, or limiting simultaneous use of multiple cessation services and drugs.

Eliminates co-payments for tobacco and nicotine cessation services under medical assistance for both general medical assistance recipients and MinnesotaCare participants.

Allows quitline services to be provided through audio-only communications without meeting other telehealth requirements, and permits telemedicine delivery of all covered cessation services.
