Prohibits mental health practitioners and professionals from engaging in conversion therapy with clients under 18 years of age or vulnerable adults, with violations considered unprofessional conduct subject to disciplinary action by licensing boards.

Excludes conversion therapy from medical assistance coverage, defining conversion therapy as any practice seeking to change sexual orientation or gender identity including efforts to change behaviors, gender expressions, or same-gender attractions.

Carves out from the prohibition counseling that provides acceptance and support for gender transition, assists with coping and identity exploration, or addresses unlawful conduct without seeking to change sexual orientation or gender identity.

Prohibits any person or entity from using fraud, misrepresentation, or deceptive practices in advertising or offering conversion therapy services, including representing homosexuality as a mental disease or guaranteeing to change sexual orientation or gender identity.

Effective the day following final enactment for the professional conduct prohibition.
