• Replaces Minnesota Rules parts 9530.6600 to 9530.6655 with section 245G.05 assessment criteria for substance use disorder treatment eligibility and placement across health plans, insurance, county agencies, and judicial proceedings.

• Establishes comprehensive assessment and level-of-care determination framework with six assessment dimensions (intoxication/withdrawal, biomedical conditions, emotional/behavioral conditions, readiness for change, relapse potential, and recovery environment) to standardize treatment placement decisions.

• Allows individuals to choose comprehensive assessments under section 245G.05 and access any licensed provider at their authorized level of service, replacing previous placement authority restrictions.

• Excludes home and community-based services workforce development grant money from income calculations for determining eligibility for public assistance programs including child care, food support, housing assistance, and medical assistance.

• Reorganizes behavioral health fund eligibility and payment provisions, establishes local agency responsibility for financial eligibility determinations, and requires vendors to participate in the Drug and Alcohol Abuse Normative Evaluation System (DAANES) reporting.
