Moves the annual utility heating service disconnection report filing deadline from November 1 to October 15.

Requires utilities to report disconnection data as of September 15, October 1, and October 15 instead of just September 15 and October 1.

Shifts the start date for weekly disconnection reporting from November 1 to October 15 if customers remain disconnected on that date, continuing through the end of the cold weather period.

Changes the telecommunications access report deadline from January 31 to March 31 each year.

Modifies telecommunications report language to require "anticipated future operation program operations" instead of "predicted program" and eliminates the requirement to account for annual revenues and expenditures for each aspect of the fund.
