Amends Minnesota Statutes section 152.02 to expand Schedule I controlled substances, adding 17 new fentanyl-related compounds and 36 additional hallucinogenic substances including synthetic cannabinoids and novel psychoactive drugs.

Adds new opioids to Schedule II including oliceridine and norfentanyl, and modifies depressant listings to include clonazolam, etizolam, and flubromazolam.

Expands Schedule IV depressants by adding brexanolone, lemborexant, and remimazolam; adds new stimulants including serdexmethylphenidate and solriamfetol.

Adds cenobamate to Schedule V depressants and makes technical corrections to pharmacy licensing references in methamphetamine precursor drug regulations.

All amendments are effective the day following final enactment.
