• Implements a single statewide reimbursement rate for behavioral health home services, adjusted annually by the Consumer Price Index for medical care services, including estimated staff expenses for required staffing.

• Modifies psychiatric residential treatment facility staffing requirements during sleeping hours to require at least one staff person per six residents with emergency medical training, and a registered nurse available on call within 60 minutes.

• Permits related services with bright line separation from psychiatric residential treatment facility operations to be delivered in the same facility, with staff providing services only to their affiliated programs through NetStudy.
