Appropriates $37,500,000 in fiscal year 2023 and $37,500,000 in fiscal year 2024 from the general fund to the commissioner of human services for a grant to Ramsey County.

Grant funds support the Heading Home Ramsey Continuum of Care, including a 100-bed family shelter and shelter services for single adults with expanded services for women.

Requires funding for a pilot program serving high-frequency unhoused clients with 24-hour, 7-day-a-week staffing and support for day shelter programming, outreach, and extreme weather assistance.

Allows Ramsey County to contract with eligible nonprofit organizations and local and Tribal governmental units to provide services.

Permits Ramsey County to use up to 10 percent of the appropriation for administrative expenses, with unencumbered first-year funds remaining available until expended.
