Appropriates $750,000 annually for engagement services pilot grants to counties to establish systems responding to requests for engagement services and measure impact on civil commitments and treatment engagement.

Establishes competitive grant for behavioral health navigation portal to provide real-time availability of mental health and substance use disorder treatment services statewide with provider collaboration tools and data reporting capabilities.
