Increases application and renewal fees for opiate drug wholesalers from $5,260 to $55,260, effective July 1, 2023.

Establishes a $250,000 annual opiate product registration fee for manufacturers and wholesalers selling 2 million or more opiate units annually, with opioids used for substance use disorder treatment excluded from the unit count.

Requires $55,000 from each opiate wholesaler fee and $5,000 from other drug wholesaler/manufacturer fees to be deposited into the opiate epidemic response fund.

Eliminates the July 1, 2031 sunset date for opioid fees, making them permanent unless $250 million in settlement funds and fee revenue is collected.

Allows opiate wholesalers to pay one facility fee instead of separate fees for multiple facilities, and requires payment of the registration fee by June 1 annually beginning June 1, 2024.
