Directs the Commissioner of Human Services to establish and administer a Minnesota prescription drug purchasing program for medical assistance and MinnesotaCare enrollees under fee-for-service and managed care delivery systems.

Authorizes the commissioner to adopt a preferred drug list, negotiate prices with drug manufacturers and wholesalers for discounts and rebates, and develop a drug formulary in consultation with the Formulary Committee.

Requires the commissioner to set terms and conditions for pharmacy participation, with all participating medical assistance pharmacies and other licensed pharmacies willing to accept terms automatically enrolled in the program.

Makes the program effective January 1, 2025, or upon federal approval, whichever is later, with the commissioner required to seek necessary federal approvals.

Requires the commissioner to develop recommendations by December 15, 2025, for expanding the program to include enrollees of health plan companies that contract with the state to participate.
