Requires the Board of School Administrators to adopt rules establishing a voluntary administrative microcredential for English learner and emerging multilingual learner directors and coordinators.

Mandates that all licensed teachers renewing Tier 3 or Tier 4 teaching licenses complete at least six hours of professional development training in best practices for meeting English learners' needs, including multilingualism and multiculturalism benefits, with culturally validating diversity, equity, and inclusion training.

Establishes voluntary microcredentials in communication arts and literature, math, science, and social studies for teachers holding bilingual, bicultural education, or English as a second language licenses, requiring demonstration of mastery in teaching English learners in specific content areas.

Changes English learner programs revenue calculation to be indexed to the general education basic formula allowance divided by 9.75, effective for fiscal year 2024 and later, with additional revenue distributed as 25 percent to school districts, 50 percent to the Department of Education for English learner support, and 25 percent to the Department of Education for an English learner parent and community advisory council.

Appropriates $30,000 in fiscal year 2024 to the Board of School Administrators and $100,000 to the Professional Educator Licensing and Standards Board for rulemaking, with both appropriations available until June 30, 2025.
