Prohibits dealers from releasing possession of used motor vehicles to buyers unless the sale and all financing terms are final, and bars dealers from changing transaction terms after possession is transferred.

Requires sellers to disclose in writing whether a GPS starter interrupt device is installed on the vehicle and provide separate disclosure documents listing service contracts, insurance, debt cancellation agreements, theft deterrent devices, and surface protection products with corresponding payment amounts.

Mandates dealers conduct transactions in a single agreed-upon language and prominently display used vehicle prices on windshields or websites before consumers express purchase interest.

Grants buyers the right to return used motor vehicles for full refund within one year if odometer tampering is discovered, and establishes effective date of August 1, 2023.
