Creates new Minnesota Statutes section 126C.90 establishing comprehensive support for elementary schools identified as needing support under the Every Student Succeeds Act, with qualifying sites receiving the designation for seven years.

Provides qualifying school sites with additional state aid including special education and English learner crosssubsidy aid, a full-service community school coordinator ($150,000/year), school social worker, counselor, nurse, and library media specialist positions based on statewide average salaries.

Requires qualifying schools to provide at least 20 books per student to take home, offer music, art, outdoor play, and physical education daily, maintain class sizes of no more than 18 students per teacher (K-3) and 22 students per teacher (4-8), and implement play-based prekindergarten with 10:1 student-to-staff ratio.

Mandates schools employ a homeless liaison, provide trauma-responsive staff development annually, include locally grown foods in meals, offer paraprofessional support equal to the number of full-time teachers, and provide 20 additional instructional days per year.

Appropriates unspecified amounts from the general fund to the Department of Education for fiscal years 2024 and 2025 to support the additional site-based aid program.
