Creates new "institutional license" for University of Minnesota employees with doctor of veterinary medicine degree from nonaccredited colleges to practice veterinary medicine at the university only.

Institutional license applicants must pass Minnesota Veterinary Jurisprudence Examination, provide five notarized reference letters (with at least two from licensed veterinarians), and demonstrate good moral character.

Institutional license holders can only practice veterinary medicine related to their university employment role and must be paid solely from state, federal, or institutional funds, not from patient-owner fees.

License is automatically canceled when holder leaves University of Minnesota employment; holders must abide by all veterinary medicine laws and are subject to same disciplinary action as other licensed veterinarians.

Repeals existing faculty licensure provisions and updates references to allow institutional license holders to use restricted veterinary titles.
