Commissioner of health must contract with one or more independent entities to conduct a comparative analysis of the proposed Minnesota Health Plan universal health care system and the current public and private health care financing system over a ten-year period.

Analysis must evaluate coverage rates, benefit completeness, underinsurance levels, system capacity, and total health care spending, with examination of administrative costs, pharmaceutical pricing, utilization impacts, facility capacity, and disparities in access and outcomes.

Contractor must propose an iterative process reviewed and approved by the commissioner of health and lead legislative authors, including clarification of proposal specifics, data needs, analytical assumptions, project timing, and optional alternative scenarios for legislative consideration.

Commissioner must issue a final report by January 15, 2025, and may provide interim reports and status updates to the governor and relevant legislative committee chairs and ranking minority members.

General fund appropriation in fiscal year 2024 to the commissioner of health for contracting with independent entities to conduct the economic analysis, with the bill effective the day following final enactment.
