HF 1875 Summary

• Requires all state academic standards to include Indigenous education for all students, with input from Minnesota's Tribal Nations and urban Indigenous communities on topics including Tribal histories, languages, cultures, treaty rights, and sovereignty issues.

• Prohibits public schools from using American Indian mascots, names, symbols, or images unless all eleven federally recognized Tribal Nations and the Tribal Nations Education Committee approve an exemption request by September 1 of the following year.

• Increases American Indian education aid from $20,000 base plus $358 per student to $40,000 base plus $500 per student above 20 enrolled American Indian students, effective for fiscal year 2024 and later.

• Requires teacher license renewals to include professional development on American Indian history and culture with emphasis on Minnesota Tribal Nations, and establishes a Minnesota Indian teacher training program account with grants to assist American Indians in becoming teachers.

• Appropriates $18.46 million for 2024 and $19.79 million for 2025 for American Indian education aid, plus $7.117 million annually for native language revitalization grants and $2.21 million for 2024 (declining to $600,000 for 2025) for teacher training grants.
