Establishes a Psychedelic Medicine Task Force to advise the legislature on legal, medical, and policy issues associated with legalizing psychedelic medicine in Minnesota.

Task force membership includes the governor, four legislators, five state commissioners/executives, and nine public members with expertise in areas including substance use treatment, mental health conditions, veterans' issues, and psychedelic medicine.

Members shall be appointed by July 15, 2023, with the first meeting to occur by August 1, 2023, and meetings held monthly or as determined by the chairperson.

Task force shall survey scientific literature on psychedelic medicine efficacy for treating depression, anxiety, PTSD, bipolar disorder, and other conditions; evaluate specific psychedelic medicines including MDMA, psilocybin, LSD, ketamine, and others; and develop a comprehensive legalization plan covering statutory changes, state/local regulation, federal law compliance, and public education.

Task force shall submit two reports to legislative health and human services committees: the first by February 1, 2024, and the second by January 1, 2025.
