Prohibits state-sponsored health programs administered by the commissioner of human services from using state funding for abortions, except when necessary to maintain participation in federal programs.

Defines abortion according to Minnesota Statutes, section 144.343, subdivision 3.

Includes a severability clause stating that if any provision is found unconstitutional, the remainder of the section remains in effect and the legislature intends each provision to stand independently.
