HF1900 Summary

• Proposes constitutional amendment to renew the Environment and Natural Resources Trust Fund, extending lottery funding from 2025 through December 31, 2050, and increasing annual appropriation from 5.5 percent to 7 percent of fund market value.

• Establishes a community grant program providing 1.5 percent of annual fund market value for grants to adversely impacted communities, environmental education, and natural resource preservation, with prohibition on for-profit business recipients.

• Creates an 11-member advisory council with mandatory representation from Minnesota Ojibwe Tribe, Dakota Tribe, and communities of color, plus up to 8 additional members to ensure rural, suburban, and urban representation.

• Requires the Commissioner of Natural Resources to submit annual reports on grant administration by February 1 and an organizational structure report by January 15, 2026.
