• Allows parents to use ESA funds for eligible school tuition, tutoring, curriculum, transportation, online learning, standardized testing, educational therapy, public school classes, postsecondary tuition, school supplies (up to $300 annually), and approved technology.

• Establishes oversight mechanisms including monthly ESA card payments, fraud-reporting services, random audits, and suspension procedures for misuse, with three violations within three years resulting in program disqualification.

• Grants nonpublic schools and educational service providers autonomy from state regulation while prohibiting them from requiring curriculum or policy changes to accept participating students; amends prior education appropriations to reduce funding amounts across multiple programs.
