Authorizes pharmacists to prescribe, dispense, and administer hydroxychloroquine and ivermectin to patients 18 years or older for preexposure prophylaxis, postexposure prophylaxis, or treatment of COVID-19, with maximum 30-day supply per prescription.

Requires patients to complete a self-screening tool to identify risk factors before pharmacist may prescribe either drug, with pharmacist review and discussion of possible risks.

Mandates pharmacists provide counseling before dispensing that includes appropriate usage, contraindications, adverse effects, follow-up care importance, and a written plain-language information sheet that does not discourage use unless specifically contraindicated.

Prohibits the Board of Pharmacy from taking disciplinary action against pharmacists who prescribe or dispense hydroxychloroquine or ivermectin in accordance with this subdivision.

Requires if FDA permits either drug to be available over-the-counter, it must be made available over-the-counter in Minnesota without prescription or pharmacist consultation; effective the day following final enactment.
