Adds the Health and Safety Institute as an approved organization for developing CPR and AED training materials, alongside the American Heart Association and American Red Cross.

Requires school districts to provide one-time CPR and AED instruction to all students in grades 7-12 as part of their curriculum, with instruction not required to result in certification.

Specifies that training must incorporate psychomotor skills (hands-on practice) to support cognitive learning, excluding cognitive-only instruction.

Allows school districts to use community members such as emergency medical technicians, paramedics, firefighters, and representatives of approved organizations to provide instruction and training.

Permits school administrators to waive the curriculum requirement for high school transfer students, absent students, or students with disabilities.
