Establishes a fuel adjustment mechanism for nonemergency medical transportation and ambulance service reimbursement rates when gasoline prices exceed $3.00 per gallon, effective July 1, 2023.

Commissioner adjusts per-mile rates by one percent up or down for every ten-cent increase or decrease in gasoline prices, calculated using the average price of all gasoline grades for Minnesota posted by the United States Energy Information Administration.

Applies fuel adjustment to all nonemergency medical transportation modes including client reimbursement, volunteer transport, assisted transport, lift-equipped/ramp transport, protected transport, and stretcher transport.

Requires managed care plans and county-based purchasing plans to provide fuel adjustments for nonemergency medical transportation payment rates when gasoline exceeds $3.00 per gallon.

Ambulance service providers whose base of operations is located outside metropolitan counties or in municipalities with populations under 1,000 are also subject to the fuel adjustment mechanism.
