Amends Minnesota Statutes to add a definition for "submerged closed-loop heat exchanger" as a heating and cooling system installed in a water supply well that uses groundwater convection as the primary heat exchange medium with potable water as the heat transfer fluid, operated using nonconsumptive recirculation and including submersible pumps, heat exchanger device, piping, and appurtenances.

Creates a new definition for "temporary boring" as an excavation 15 feet or more in depth, sealed within 72 hours of construction, used for groundwater testing, monitoring earth materials, measuring groundwater levels, or determining groundwater flow direction or velocity.

Expands the definition of "water supply well" to include wells containing a submerged closed-loop heat exchanger used for heating or cooling purposes.

Exempts water supply wells used solely for heating and cooling with submerged closed-loop heat exchangers from isolation distance requirements greater than 10 feet.

Exempts submerged closed-loop heat exchangers from permit requirements and variance requirements under Minnesota well and boring regulations.
