Creates school library aid for districts and charter schools beginning in fiscal year 2024, calculated as the greater of $15 times adjusted pupil units or a minimum of $50,000 per school.

Requires school library aid to be reserved and used directly for school library media specialist salaries and benefits, electronic and audiovisual equipment, information technology infrastructure and digital tools, electronic and material resources, or furniture and supplies.

Appropriates funds from the general fund to the Department of Education for school library aid in fiscal years 2024 and 2025, with specific amounts to be designated.
