Expands the definition of physical therapy to explicitly include prevention, wellness, fitness, health promotion, and education in populations of all ages.

Changes supervision requirements for student physical therapists from requiring direct contact with patients during at least every second treatment session to requiring the supervising physical therapist to be easily available for instruction.

Modifies supervision of student physical therapist assistants to allow either a physical therapist or physical therapist assistant to provide on-site supervision, and allows telehealth collaboration instead of requiring in-person observation at every six treatment sessions.

Changes the term "delegation" to "direction" of duties for physical therapist assistants and clarifies that physical therapists may direct (not delegate) patient treatment procedures only to qualified assistants.

Repeals sections 148.65, subdivision 9 (licensed health care professional definition) and 148.77 (separate violations statute), consolidating violations into section 148.76.
