MN HF2021

Creates Minnesota Statutes section 325F.6945 establishing net neutrality protections for broadband Internet access service customers in Minnesota.

Prohibits Internet service providers from blocking lawful content or devices, impairing or degrading lawful traffic based on content or device type, engaging in paid prioritization, or engaging in deceptive marketing about traffic treatment.

Prohibits zero-rating practices either in exchange for third-party consideration or when only partially applied within content categories.

Allows reasonable network management exceptions and does not restrict provider obligations to emergency communications, law enforcement, public safety, or national security authorities.

Violations enforceable by the Minnesota Commissioner of Commerce under section 45.027, with venue in Ramsey County.
