Establishes career and technical education (CTE) consortiums as voluntary collaborations between Minnesota Service Cooperatives, school districts, vocational cooperatives, and higher education institutions to provide CTE opportunities for students.

Requires CTE consortiums to develop career pathways, create new technical programs aligned with regional industries, improve access through public-private partnerships, increase awareness of CTE opportunities, and provide industry-level equipment and technologies.

Allows CTE consortiums to optionally address teacher shortage through incentive funding and training programs, provide professional development, and offer transportation reimbursement grants to ensure equitable regional access.

Designates Minnesota Service Cooperatives as fiscal host for grants and requires annual reporting by January 15 to the education commissioner and relevant legislative committees, including financial reports.

Appropriates $5,000,000 for fiscal year 2024 and $5,000,000 for fiscal year 2025 to the Minnesota Service Cooperatives for CTE consortium grants, effective July 1, 2023.
