Establishes a cultural and ethnic minority infrastructure grant program in the Department of Human Services to provide culturally specific and responsive mental health and substance use disorder treatment services to minority populations.

Expands eligible grant activities under Minnesota Statutes section 245.4889 to include mental health services based on traditional healing practices of American Indian, Hmong, and Somali communities.

Modifies medical assistance reimbursement to cover interpreter services for mental health services provided in group settings, in addition to individual services, for recipients with limited English proficiency or hearing loss.

Establishes a 40-hour mental health training program for community health workers through Minnesota State Colleges and Universities in collaboration with the Commissioner of Human Services.

Appropriates $10,000,000 in fiscal year 2024 and $5,000,000 in fiscal year 2025 for the cultural and ethnic infrastructure grant program, plus unspecified amounts for interpreter services at residential treatment facilities and culturally specific provider consultation services.
