Increases payment rates for family planning services provided by community clinics by 30 percent effective for services rendered on or after July 1, 2023, compared to rates in effect June 30, 2023.

Requires the commissioner to adjust capitation rates for managed care and county-based purchasing plans to reflect the 30 percent increase.

Mandates that managed care and county-based purchasing plans pass on the full amount of the rate increase to eligible community clinics in the form of higher payment rates.

Maintains existing payment rate increases of 25 percent (effective July 1, 2007) and 20 percent (effective July 1, 2013) for family planning services at community clinics.
