Authorizes state government and Tribal government telecommunications pricing plans to provide high-quality telecommunications services at reasonable costs to eligible entities.

Expands eligible participants to include state agencies, Tribal governments, public and Tribal schools, nonpublic schools, private colleges, public corporations, and political subdivisions.

Permits telephone companies and telecommunications carriers to offer basic or advanced services at discounted or reduced rates under these pricing plans, with services restricted to eligible entities' own use only.

Requires submission of pricing plan terms and conditions to the Public Utilities Commission for review and approval within 90 days before implementation.

Commission must verify that plans benefit the state or Tribal nation, maintain rates at or below tariffed rates, and serve the public interest, with authority to reject non-compliant plans.
