School districts must provide gender-neutral, single-user restrooms, locker room privacy stalls, shower stalls, changing stalls, or other single-user facilities for any student to use.

Amends school funding law to add $79 per adjusted pupil unit to total operating capital revenue for school districts.

Permits operating capital revenue to be used for construction or remodeling of gender-neutral, single-user restrooms and locker room privacy stalls as part of facility improvements.

Requires projected fiscal year costs for school facility improvements to include gender-neutral, single-user restrooms and locker room privacy stalls according to a school board-approved plan.

Appropriates funds from the general fund to the Department of Education for fiscal years 2024 and 2025 to support construction or remodeling of gender-neutral facilities, with appropriation amounts to be determined.
