Increase medical assistance payment rates for home care nursing services by 55 percent effective July 1, 2023, under Minnesota Statutes sections 256B.0625 and 256B.0654.

Require that at least 80 percent of marginal revenue increases from the rate increase be used to boost compensation-related costs for employees directly employed by providers.

Define compensation-related costs to include wages, salaries, employer taxes, workers' compensation, mileage reimbursement, health and dental insurance, life insurance, disability insurance, long-term care insurance, pensions, and new workforce benefits.

Exclude compensation costs for central office employees and persons paid under management contracts from counting toward the 80 percent spending requirement.

Require providers to prepare and post a distribution plan within 60 days of implementation specifying how additional revenue will be distributed to employees, keeping it posted for at least six months with instructions for contacting the commissioner regarding non-compliance.
