Appropriates $9,000,000 in fiscal year 2024 and $9,000,000 in fiscal year 2025 from the general fund to the commissioner of health for distribution to local and Tribal public health organizations for emergency preparedness and response capabilities.

Requires 90 percent of the appropriation to be distributed to local and Tribal public health organizations, with 10 percent available to the Department of Health for administrative costs.

Mandates that use of the appropriation must align with the Centers for Disease Control and Prevention's report on Public Health Emergency Preparedness and Response Capabilities: National Standards for State, Local, Tribal, and Territorial Public Health.

Establishes a base appropriation of $9,000,000 for fiscal year 2026 and each fiscal year thereafter.
