Allows counties to complete required training and technical assistance programs through in-house training instead of state-provided training, subject to commissioner review and approval of county training materials.

Pilot period runs from July 1, 2023 through June 30, 2024, during which counties with adequate resources may participate in the in-house training alternative.

Counties must demonstrate they have sufficient resources to provide in-house training in order to participate in the pilot program.

Amends Minnesota Statutes 2022, section 256.01, subdivision 2, regarding the commissioner of human services' specific powers and duties.

Effective date is July 1, 2023.
