• Prohibits health carriers from denying in-network provider contracts based on geographic location; providers in the same rating area as their primary practice cannot be denied if the carrier actively markets plans in that area.

• Increases notice period for material contract changes from 45 to 90 days and requires providers have opportunity to terminate before changes take effect.

• Prohibits health plan companies from refusing to negotiate with providers who use designated contract negotiators or negotiators representing multiple providers.

• Extends clean claims payment deadline from 30 to 30 calendar days with 1.5 percent monthly interest on late payments; increases claims filing deadline from 6 to 12 months and allows extension to 18 months for operational disruptions.

• Requires managed care plans and county-based purchasing plans to reimburse employed or contracted providers at least the fee-for-service rate effective January 1, 2024, and follow same claim submission requirements as fee-for-service system.
