Removes the requirement that Community Emergency Medical Technicians (CEMTs) must be members of a registered medical response unit or basic life support ambulance service to be eligible for certification.

Expands CEMT clinical supervision options to include advanced practice registered nurses, physician assistants, and public health nurses, in addition to physician medical directors.

Adds explicit CEMT services including health assessments, chronic disease monitoring and education, vaccinations, laboratory specimen collection, and hospital discharge follow-up care.

Increases Medical Assistance reimbursement rate for CEMT services from $9.75 to $100 per hour, billed in $25.00 per 15-minute increments, effective January 1, 2024, or upon federal approval.

Authorizes CEMTs to provide postdischarge visits and safety evaluation visits for individuals at risk of nursing home placement, including medication access confirmation, food access confirmation, and home hazard identification.
