• Establishes the "Buy Clean and Buy Fair Minnesota Act" requiring maximum global warming potential standards for carbon steel rebar, structural steel, concrete, and asphalt paving mixtures used in state construction projects.

• Commissioner of Administration must establish and publish maximum acceptable global warming potential standards by January 15, 2025 for concrete and structural steel, and by January 15, 2027 for carbon steel rebar and asphalt paving mixtures, based on industry average global warming potential.

• Requires Department of Administration and Department of Transportation to include global warming potential limits in bid specifications for eligible projects (state buildings over 50,000 square feet or trunk highway construction/reconstruction) and permits awarding higher scores and premium payments for products below maximum standards.

• Creates a pilot program by July 1, 2024 to collect voluntary lifecycle greenhouse gas emissions data from vendors, including environmental product declarations and employee working condition assessments, and requires both departments to maintain publicly accessible databases of reported data.

• Establishes grant program for Minnesota manufacturers to obtain environmental product declarations, creates a technical advisory committee to examine implementation issues, and requires reports to legislature by February 1, 2025 and December 1, 2025 on program results and recommendations.
