Establishes a tutoring grant program administered by the Department of Education to support highly effective tutoring programs addressing learning loss, unfinished learning, and diverse student needs.

Eligible applicants include school districts, charter schools, cooperative units, and organizations contracted with schools; tutoring programs must use qualified tutors, provide flexible scheduling, include multilingual supports, and be accessible to students with disabilities.

Qualifies tutors as individuals with at least one year of tutoring/teaching experience or demonstrated subject area proficiency, training in student health and safety protocols, and other qualifications set by the Department of Education.

Appropriates $20,000,000 for fiscal year 2024 and $20,000,000 for fiscal year 2025, with the Department of Education authorized to retain up to 15 percent for administration and program evaluation; base funding of $20,000,000 continues for fiscal year 2026 and later.

Effective July 1, 2023; prioritizes grants for programs providing services in Spanish, Hmong, Somali, Vietnamese, and Russian, and programs implementing high-dosage tutoring (at least three times weekly).
