Proposes an amendment to the Minnesota Constitution, Article X, requiring a two-thirds majority vote in each house of the legislature to pass any law that increases state revenues.

Applies to laws that modify existing state taxes, tax credits, refunds, fees, premiums, or other charges, as well as laws that impose new state taxes, fees, premiums, or other charges.

The proposed amendment must be submitted to voters at the 2024 general election with the ballot question: "Shall the Minnesota Constitution be amended to require a two-thirds majority in each house of the legislature to pass a bill that increases state revenue by increasing taxes or fees?"
