Permits legislature to adjust the expenditure limit when governmental functions transfer between federal, state, and local governments, with adjustments proportional to cost transfers and revenue changes.

Allows expenditure limit increase when federal funding for existing programs is eliminated or curtailed and state must absorb additional costs.

Requires submission of proposed amendment to voters at the 2024 general election.
