Permits any student or teacher to decline participation in the pledge recitation without penalty.

Requires school districts and charter schools with student handbooks or policy guides to include a statement affirming students' right to opt out and requiring respect for that choice.

Allows school boards that waive the requirement to adopt their own district or school policy regarding Pledge of Allegiance recitation.
